DEAR SIR,

Your contact and particulars were given to me by a member of our
diplomatic mission abroad.The Petroleum [Special] Trust Fund was set
up by the Federal Military Government of Nigeria of Late General Sani
Abacha, to manage the excess revenue accruing from sale of petroleum
and its allied products,as a result of
domestic increase in the prices of petroleum products.

I AM the CHAIRMAN of the contract award committe of the Petroleum Trust Fund.
My duties include award of multimillion dollars contract and thier verification

The estimated annual revenue for 1998 is 47 Billion United States Dollars.
Members of my committee and I overshot this expected revenue by 350 million U.S.A.Dollars as of September 1998.
We have decided to declare the sum of 47.330 Billion U.S.A dollars to the Federal Military
Government of Nigeria with-holding the balance of 20 million U.S.A dollars,

Because of the existing domestic laws forbidding civil servants from openning, operating and maintaining foreign accounts, we not have the expertise to transfer this balance of funds to a foreign account.

the total sum trasfered , while 5% will set aside for individual expenses that both parties
