BUSINESS PROPOSAL

Sir,
Having known you and your company over the years (From our Chamber of Commerce and Industry) here in Lagos to have been doing all what is necessary to deserve trust
coupled with our deep interest to invest in your country, we have decided to forward to you this
Business Proposal Letter. We want you as a reliable person to assist us transfer the sum of U.S.$38.5M (Thirty eight million five hundred thousand dollars) only into your account.

This fund is as a result of an over invoiced amount from a contract awarded by us under the budget, allocated to my Ministry. The contract has been duly executed, and commissioned.
The amount for the contract was approved for payment by all the government ministries concerned.

The contractor has been paid his actual cost for the contract. We are now left with the balance of U.S.$38.5M as the over invoiced amount, which have deliberately over estimated for our own use. But under our protocol division, government workers are forbidden to operate foreign bank accounts, hence we are soliciting for your mutual assistance at all cost.

We have agreed that you will be entitled to 30% of the total amount, 60% for us, while 10% will be set aside to cover all expenses incurred while transacting this business.
Ass you may rightly want to know, MY COLLEAGUES AND I are top government officials with the NIGERIAN NATIONAL PETROLEUM CORPORATION (NNPC).
This corporation is responsible for Nigeria's crude oil and petroleum products. We the officials involved in this business have put in many years of service in our ministries, and we have been exercising patience for this opportunity for so long and to us, it is a life time opportunity that we cannot afford to miss. To enable us get this fund transferred into your account, we have to present an international business outfit and consequent upon your agreement, we will fax
to you the NNPC FOREIGN CONTRACTORS PAYMENT APPLICATION FORM.
After all the necessary paper work has been put in place and your fund approved, you as the beneficiary of the fund may be required to come and sign off your fund release authority in our national bank.
Thereafter three officials will meet you to arrange for our share. All these will take us only 10 working days to get this fund transferred into account, right from the day we receive the required informations from you.

NOTE: Let trust and honesty be our watchword throughout this transaction and please, keep very CONFIDENTIAL from open discussion, because we are still very much in government service. Your prompt response will be highly appreciated. Also include your telephone and fax numbers so that i can call you to explain further.

GOD bless you.
